The core of assuring this level of tightness lies in limiting the wall systems to the three types allowed. Stick-built construction can never be made as tight as a panel system or ICF. With minimal attention to caulking the penetrations, each of the panel systems, in conjunction with the air-tight can lights and good weather stripped doors, will achieve below .5 air changes per hour.
